REPORT ON ORDINANCE No. 3 of 1927.
1. I have examined the accompanying Ordinance intituled an
Ordinance to provide against accidents in factories, and I am
of opinion that the Ordinance is one which is not contrary to
the Governor's instructions.
2.
This Ordinance gives the Governor in Council power to make
regulations for the purpose of preventing accidents in factories,
for the purpose of relieving persons suffering from the effects
of such accidents, and for requiring the notification of
accidents in factories and of deaths due to such accidents.
The only regulations intended at present are the very simple
and reasonable regulations contained in the draft which is

3. The guiding principles which have been adopted in this
legislation are (1) to be as simple as possible and (2) to
move slowly. Chinese opinion on this subject requires gradual
educatica.
4. Some of the European unofficial members suggested that
the regulations should apply also to non-commercial workshops,
